If at one point you installed the Microsoft 365 apps (Word, Excel, PowerPoint) in your PC, you would have gotten a dedicated OneNote app installed as part of your Office purchase. However, most new Office (at least O-365) should remove or not install the "Office OneNote" app since the Windows 10 version is newer. And I say "should" because I've had instances of both apps installed under older versions of Windows 10 (and O-365). Anyway OneNote 2016 (older Office version) is the one you want to uninstall if you must uninstall something I actually use both - though I use the OneNote 2016 (from Microsoft 365) one more often than the Windows 10 version these days.
